* Added c++17 test configurations for clang5.0 and clang6.0

* removed GSL_NOEXCEPT

- Removed GSL_NOEXCEPT macro
- Replaced by noexcept keyword when needed
- removed noexcept where a function could throw

* remove unneded undef

* fixed replace errors

* removed noexcept where function can throw
